Business Intelligence Competence Center

After defining ownership and security of Business Intelligence (BI) next step is to define and set up a BI Competence Center – BICC and local BICC per organizational units (Unit BI Competence Center – UBICC). A regulating body is a virtual cross-functional body which consists of Key Users from all business areas. There are two major roles of BICC, to manage all processes related to DWH system (KPI definitions, education, changes, prioritization etc.), and it should be the only interface from business areas to IT DWH and Business Intelligence development team.

With organization or BI regulating bodies, a communication channel will not suffer from congestion. For example, the following situation should be avoided, and cannot happen that end users urge for BI requests directly to IT without any communication with power and key users. Such a situation is dangerous because it will cause the previously mentioned issues.

The main goal of establishing BICC with elements is to secure long-term optimized and effective Business Intelligence growth and to establish quality communication channel. Therefore, BICC and UBICC should organize meetings on regular basis, depending on recurrence according to needs (e.g. publishing of new reporting environments). Of course, UBICC members, under guidance of key users, should follow BICC decisions and recommendations.

The benefits from establishment of BICC and UBICC are

• DWH/BI related information and knowledge would be spread out to end users.
• Feedback from end users about problems, needs and also knowledge from their specific area.
• Informing end users about news and changes in DWH and BI system on regular basis.

After recognition of problems without BIRB and benefits with BICC, next step is to define organizational structure of BICC.

Example of Finance BICC organization roles:

  • Aim is to have all Finance Area RFCs details and information needed for BICC prioritization, as well as timelines and statuses tracking.
  • Finance BICC should be single entry point for Finance Area DWH/BI requests.
  • All incidents should be reported to Finance BICC team.
